the German Z3 was operative by 1941, but the Allies bombed it…and the Brits’ Colossus was a decoding punch card machine in use by 1943. it may be referring to that one. but the first large scale “modern” digital computer was the Harvard Mark I by IBM, Summer 1944, followed by Eniac in 1946, a complete Turing machine for ballistic calculations whose prototype was used for the Mahattan project.
